One might be the number provided to the customers for actively clearing a
false alarm.  Another might be availability of services such as SMS-Text
notification or customer CS logon for call list updates, system testing, and
account history.  Another might be a moral decision to use a FM listed CS
rather than a UL listed CS.  (FM doesn't demand your source code for
proprietary systems.  They just test thoroughly that it works as described.)

There are lots of reasons one might not want to change central stations on a
whim.
