Not according to the statute.  Try reading
more slowly.  I'll leave just the one phrase
which you seem so eager to ignore.

What the statute us saying is that if a person
doesn't do a job *at the premises* then (other
than monitoring service, which I don't offer),
it is exempt.

contracting.  Sharing information is also
not contracting.
