Graham in order for the government to spend fifteen cents on a program
they must collect one dollar from the citizens.
Allowing competition amongst insurance companies is what would drive

Graham why do you think the states and cities raise taxes? They raise
taxes to cover the cost of maintaining all of these federal social
programs when the number of handout recipients increase and federal
relief dollars remain the same.
