Brinks doesn't "take over" any panel that is not their own.
So it doesn't matter if they are "locked out".
If it's a panel other than theirs, they yank it out, along with
keypads, x-formers, and sirens, any smokes, heats, and c.o. detectors
and replace them with their own.
