I think you have it all wrong.
Under the new speaker all gays and lesbians will now be protected by the
endangered species act since they will have the right to pair up and get
married, but still not be able to reproduce naturally. This will all be
after an expensive "scientific" report of how the phase of the moon and the
pull of the tides doesn't bring on natural childbirth among gays and
lesbians (only global hot flashes in old lesbians). And since
parthenogenisis is a very common form of reproduction in many species,
especially ones without males, the lesbians will then claim that right under
the endangered species act to mandate human cloning (and all at government
expense of course). If this policy isn't legislated into law during the
first 100 days the new Supreme Court Members, once transfered in from the
World Court, will add it to Roe v Wade. Meantime all the trail lawyers will
be walking over the constitution with a dowsing rod (not a divining rod due
to separation of church and state) trying to point to a new previously
unknow right to file suit on. Whether they "hit" anything or not won't
matter because they will all be paid from taxpayer funds no matter what
(based on 48 billable hours in a day) for an exploration fee. Trail lawyers
will also make sure the lesbian clones will have legal claim and thus the
right to receive the benefits of the lesbian mother's social security, once
she passes, (becuase no one can tell the difference between the two) and the
red ink will pile up like never before. Gays on the other hand will be
protected under the new FRAUD act. They will claim the right to have
Frequent, Random, Anonymous, Unlimited Donations of genetic material given
by each other to each other, again covered under the endangered species act.
All naturally existing medical risks contracted by gays while exercising
this behavior will instantly classify them as being legally protected
victims of right wing war crimes and thus entitled to full disability at
government expense. Additionally the war in Iraq will officiallty be called
the "right wing hate crimes spawn" as it helped to create a shortage of oils
and lubricants necessary for gay lifestyle. As a gesture of respect for the
new gay victims the term "going straight"  in giving directions will be a PC
violation and its use subject to a heavy fine, to be replaced by the term
moving gayly forward.
