Part P and 12v "ring"

One of the features I really liked in an automated house I saw recently
was a "12v ring" around the house.

This was basically a 12v feed to every room, ideal for supporting all
those embedded items, and powered via a couple of lorry batteries, as a
UPS.

My question is - would this be exempt from Part P, on the basis that
it's only 12v, or would it still need testing?
