Do all routers come with an ADSL modem built in:

No. At the higher end, some come with nothing built in and you buy
modules. At the lower end, some come with the ADSL TA built in, some
come intended to attach to an ADSL modem.

I would STRONGLY recommend you buy an "All-In-One" such as the
Vigor
2600. The vanilla 2600 includes 4 ethernet ports. The 2600WE adds a
wireless base station.

The ones that rely on external ADSL modems, such as the Vigor
2200USB, seem less reliable in the field, and are unlikely to scale
up to 1Mb/2Mb ADSL when it becomes cost-effective. In addition, they
are very fussy about WHICH ADSL modems they work with.

I use a 2600 and have been very pleased with it. I bought from

- a Vigor 2600WE would cost 182.11 including VAT
- a Vigor 2600 would cost 144.51 including VAT
- a Vigor 2200 USB cost 126.30 including VAT

- In all cases plus delivery, I seem to remember of about a fiver
