This can result in it being faster (on average at least) for every user
to
have a 10 meg connection and the server a 100 meg connection than for
eveyone to have 100 meg connections - eg 10 10mb clients can in theory
access the single 100meg server simultaneously, whereas only one 100meg
client can at a time.
Throttling the client bandwidth can result in a smoother, more
consistent
network performance rather than great responses for a single client but
pants responses when several ppl are hammering the server at the same
time......
