Before you commit to wireless, I have a question.  Is there by any chance a drop
ceiling in the facility?  If there is, you can easily run a wired system.  Wired
intercoms tend to be more robust and less expensive.

I don't have personal experience with a wireless intercom system that has all of
the features you've requested, whereas there are several wired systems we carry
that would easily fill the bill.  Aiphone is one of the better known makes of
commercial grade intercoms.  Their NEM-10/C system is intended for use in
nursing and assisted living facilities.  It can handle up to 10 substations
(patient room units), provides "all call" paging and private, individual
communications with individual rooms.

If wiring is completely out of the question you might take a look at
Rauland-Borg's offering.  It's called "Responder IV Nurse Call".  It claims to
do all you've asked but it also looks expensive.
