How about free? Call the cable company and tell them the picture is bad
and they'll come out and add the amp if that's what's needed. You should
also make sure that the connectors are all sound and tight. If you do
need an amp, search "cable amplifiers" on ebay and you'll find pro units
like Electroline, SA and Motorola at good prices.
