The improper use of lockout codes is like some of the most destructive
computer viruses in some ways. It is a hidden piece of code whose sole
purpose is to render the customer-owned equipment unusable or to at least
force the rightful owner to pay for an unnecessary repair visit or even a
replacement in some instances. The code, or rather, its intended affect,
doesn't appear until triggered by a seemingly innocuous event, such as
declining to renew a contract with the company that hid the code in the alarm
system.

This amounts to fraud on the part of the alarm company.
