I don't know if I'd call it blame but big money gets their way. They seem to

My largest corporate client has a security department made up of mostly
ex-secret service people. It isn't bad dealing with these people because
they know what they want, they don't care about the price to get what they
want, and they have the credibility to get the budget they need. The ex-cop,
in a security directors position, got used to dealing with a limited or no
budget back on the job. They are just supplementing their retirement and
need to carry themselves as being an expert to keep their job. They can
achieve different levels of certification through different organizations
and can do continueing education but they definately don't have the hands on
experience. A combination of both is worth its weight.
