Correct.  Wireless zones are assigned wherever you like.  You don't need to
define a starting RF zone.  Just make sure your hardwire expanders -- keypad
EZMs and EZM-8 modules -- start with address 1 (zone 9) and continue
sequentially with no skipped numbers.  Keypad EZMs use one address.  EZM-8s
use 2 addresses.  You assign the lower address and skip the next one.
