Your water bill should state the serial number of your water meter and
that serial number should be visible on the top of the meter near the
dials.

I would've thought that "blue-tacking" a reed switch etc to it
should
be ok - perhaps the hardest thing might be getting the wires back
inside your house, especially if your meter is under a footpath. A
secondary meter sounds easier, but not necessarily cheaper :-)
