If you have an Elster/Kent water meter (many of them are), have a look
at
the lower/right spinning clock/dial.
You should see a small circular 'dot' or bulge on the opposite end of that
pointer.
This is a magnet, carefully taping a magnetic reed switch over it will give
you a pulse for every litre IIRC.

I haven't tried it yet (though I do have the right meter), I read it on one
of Andy Stanford-Clarks (IBM research guru) presentations.

It's rapidly coming to the top of my HA to-do list... :)
