The impossible to find server case: 4 disks and low power

I am shopping for a new server case and low power motherboard/cpu.

Ideally:

* 4 disks
* low power mobo
* not too loud (preferably no 4cm fans spinning at 20k/rpm)
* allow an OS install (not a Drobo)

I did a bit of googling but can't find anything that is both low-power
and houses four SATA disks?

Any clues?
