Only in the same way that on ADSL you should get the quoted speed ... i.e.
under ideal circumstances such as minimal contention, good signal quality
etc.
You're still sharing bandwidth back from the cabinet to the ISPs hub.
I've had 10Mbit here for ages and have often been able to download at
1.2mbytes/sec (from places like Microsoft) however sometimes I get only a
fraction of that (maybe 15-20%) ... they all vary. Usually a typical
download speed maxes out at about 120 - 180kbytes/sec which I assume is
being held up by a bottleneck somewhere.
