That sounds quite like the relay might be stuck in the ON position...

i.e. not latching... Hence no response to an ON signal, because it would
already be on, and it repeatedly responds to an OFF, because every time
you send an OFF, it switches, but doesn't latch in the OFF position, and
so flicks straight back to ON... - but did you say there's no output
across the load terminals either? - in the above scenario, a load should
always be ON as well, and if it isn't the I guess that's that theory up
the swannee then!....
