I've heard back from my brother, quoting:

zonealarms security software. To summise the problem: it gets
progressively more difficult to log on to the internet ie each time
you log off then attempt to log back on it takes longer to log on and
eventually refuses to log on.  Turning off then rebooting zonealarms
seems to reset everything, logging of then logging back on hours later
is also not a problem.  I think logging on and off in quick succession
causes a problem with the firewall.  Not sure if that makes sense.

His laptop runs Win2k, and I'm not sure which version of zonealarm he has.
