I'm just one of many xPL developers, and xPLMonkey.com deals only
with my contributions.  The main project site is

The purpose of xPL is to provide a simple, common method of
communication between all the various kinds of HA devices.

Homeseer etc is not a requirement, because we have our own
central "brain" called xPLHal, which run scripts and rules (which
we
call Determinators) to trigger events in response to incoming
messages etc.

You are correct that you need xPL interface software for each
hardware device (we call them gateways or connectors), and that you
need a hub on each PC that is running xPL applications (the hubs are
needed because only one app can connect to a specific port - the hub
is there to receive messages on the xPL port and forward them to all
the local xPL applications).
