You don't want to go this route on your own, although it is the best
way
to resolve it.  UHF Spectrum analysers are expensive and complex pieces
of equipment. If you have to investigate at yourself I would recommend a
more simple receiver covering the 70cm band. You can  remove/play with
aerial configurations to alter sensitivity and get limited directional
information. You need to borrow one of these ideally.

Do you have any radio amateurs living in the immediate vicinity , any
houses with unusual looking or number of aerials ..  - whereabouts are
you & are you in a built up area ?   Even knowing of one that is within
say 25 miles might allow you to find out about other more local ones ,
and if they are active on 70cm, finding such a person might provide a
loan receiver.
