I had another thought...
Check out the LED "deck lights" at B&Q. IIRC they come in a
number of
variants with different numbers of "bulbs" in the fittings so you
could choose the light output that suits best. They're pretty
flush-fitting, just the thin lip of the fitting protrudes above the
surface. They are not adjustable for direction, but they will consume
far fewer amps than conventional downlighters :-)
