Take a look at liquid/water cooling - this is probably the best way to
quieten things down.

You can buy kits to fit to existing cases, or just buy a whole new
case. Try googling or here's a couple examples

If you do stick with air cooling, do you have a fan controller? My
main workstation's coolermaster case has 7 fans, and sounded like a
jumbo all the time. I put in a fan controller, connected to the
motherboard, so the fans operate at half speed most of the time, and
it's acceptably quiet. It's only when the CPU or motherboard temp goes
up (when it's working really hard) that the fans get sped up. I bought
mine in Maplin.

I could be completely wrong here, but won't noise insulation also trap
heat inside the case, making it more difficult to cool??
