I understand you're looking at RF; for this sort of scenario, there's
nothing to stop people changing house codes, as you say.

I'm pretty sure that the Clipsal Ulti (RF kit, not compatible with wired
C-Bus though) will fit the bill, but am trying to get confirmation about
marrying controllers to dimmers to prevent this sort of interference.
