If it's any consolation, I've a friend who's a local council Building
Control officer; he's said that even they're still working out exactly
what the new regs mean too, and how to apply them, with only days to
go before they come into force... :-(

AIUI, their current thinking is that work carried out by NICEIC
contractors will be automatically OK, but for applications from others
(the general public or non-NICEIC contractors), they'll subcontract
the inspection to an NICEIC contractor, since the council officers
aren't qualified within the meaning of the regs either (ie they can
tell you if your extension footings are deep enough, but not if your
electrics are safe!).
