I don't see what the issue is really.
As I understand it at the moment when you are doing any building work
approved by planning there is a requirement for inspection
by building control. Part P brings all major electrical work into this
bracket, anyone can do it, you just need
to notify building control, as you do with foundations, drains etc, and
they
will inspect the installation (at a cost of course).

Is this correct? if it is then why the fuss?

Hmm, interesting reading.

So how does one become "registered with a competent person
scheme"

Obviously you would need to be a qualified electricain, but what are
the other requirments.
