If you are getting Black and White then either Pin 15 in the SCART lead is
not wired (CHROMA) or more likely, the TV does not support S-Video via the
SCART socket.

Often AV1 is Composite/RGB and AV2 is Composite/S-Video but S-Video usually
need to be selected manually from either a menu option or second press of
the input button.
