Homewather, Gotcha and Web-Cam-Control centre all provides this kind of motion detection functionality + email, alarm etc etc , although I don't think any of them are really suited to 'lights off' operation for any length of time.
 
but your scenario does sound like exactly the sort of candidate for Scots' companies products............... www.intamac.com

Hi,

Im after some advice we have holiday home in spain that keeps getting
broken into.  This is what we want to do, can anybody recommend how to do
this?

Holiday needs outside camera that detects movement and publishs pictures
to internet, also can sound an alarm of some sort.  Inside eqip with pir that
sound alarms bells and sends signal via email.
