Ian,

is the relay in the AM12 also buzzing?

If yes, you can disable local control by:
1:  removing a jumper wire in the proximity of the chip 78570,
it connects to pin 7.
2: remove R3 (330K) resistor, connected to the red wire.

If not, then it is probably not a local control issue but
a leaking problem coz the load is too small.
In this case I would try to disconnect all feedback
to the chip. In the module I have here there is a red wire
going from the relay contact back to the PCB.
It should work if you disconnect this one.
