RGB. Depends on a couple of things
 
1. Does the monitor support a 15.625kHz horizontal frequency, most dont operate below 31kHz (VGA)
 
2. Does the monitor support Composite sync or does it need separate H/V sync
 
3. If the monitor does support Composite sync, will it actually accept Composite Video as the sync because this is what most domestic AV kit actually outputs   RGB + Composite Video rather than RGB + Composite Sync
 
If it does support a 15.625kHz then you can should be able to overcome the other problems with a VGA_Plasma converter from John Sims at www.rgbtosvideo.com
 
 
 
Picture in Picture  - depends on the TV.
 
You can even do it on a single SCART on some TV's.
Video out to PIP unit
Second video source to PIP unit
PIP unit to Video in on TV SCART
 
However, some TV's will disable their SCART output when an active signal is being input.  I had a Goldstar TV that did that although my Mitsubishi and JVC TV's are fine.
 
SCART implementation varies widely between brands
 
My Mitsubishi
AV1    RGB/Composite  - Selection by control pins or menu options
AV2    Composite/S-Video - Grab by pin 8 or select by menu - toggle between S/Composite using menu buttons
 
My JVC
AV1 RGB/S-Video/Composite
AV2 S-Video/Composite
 
Menu to toggle S/Composite or manually select, pin 8 to grab. The ONLY way to display RGB is with an Active Pin 16 signal on AV1. It cannot be selected from the remote.

Is it possible to take the Scart RGB video out of a standard TV video source and feed this into a typical multi synch lcd monitor through the DB15 connector, or would it depend on the exact specs of the monitor ??
 
   ... and on TV's with multiple scarts is it possible to use the internal tuner to feed the video out a Scart, insert say a Picture in Picture device and then feedback the signal into the same TV and display it i.e. to get a PIP facility on a TV that doesn't offer it using the inbuilt tuner only ??
