You are correct sir.  The behavior in the latest release is no
different.

The problem lies in the Rio client which demands the entire playlist
*before* the start of play.

What a proper client should do, IMO, is ask for the playlist in
smaller chunks.  Not only would it scale better but it would offer
the dynamic behavior you seek.
