Surely this can happen at device powerup, there's no need to wait 15
mins for discovery to occur.
Discovery should have two modes: ad-hoc, on startup broadcast a
definition, and polled - allowing a new managment console to quickly
discover all available devices on the network(s).
The latter will probably need some kind of crude collision
avoidance/arbitration depending on the network medium.
