Agreed,  the device should be capable of sending a discovery packet itself
to the network.  And of course because each device must have a unique mac
address we can uniquely identify devices.

It will still require quite a lot of intelligence in the device itself to
achieve all of this.  Do any of the hardware jocks think this is achievable
or do we need to move some of the functionality back out from the device
and
possibly use a bus system?

I would be interested to see how Stuart gets on with the 1-wire hub.

Surely this can happen at device powerup, there's no need to wait 15
mins for discovery to occur.
Discovery should have two modes: ad-hoc, on startup broadcast a
definition, and polled - allowing a new managment console to quickly
discover all available devices on the network(s).
The latter will probably need some kind of crude collision
avoidance/arbitration depending on the network medium.
