One thing worth checking: what ISP are you using? Some of them
(freeserve for instance) will kill any connection below 33.6

Now, whether you would actualy >want< to continue with a sub-33.6
connection is another matter....

Anyways, what chance is there of getting HH or ADSL if the underlying
copper is so poor?

I understand ADSL works on multiple numbers of VOX-type channels, and
that ADSL chipsets are basically 256 modems on-a-chip?
