I have a really hard time believing that...

Mark - your best approach is to be pragmatic with BT and tell them
that you can't send/recieve faxes with a fax machine. They understand
faxes; they don't understand modems.

If those investigations don't yield success, try uk.telecom. BT's Lea
Gray is often around, and most helpful resolving situations such as
this.
