It looks like it should be fine- have a look at
http://www.lirc.org/receivers.html
where the circuit is basically the
same as what I suggest (with a diode, regulator and cap to derive
power from the RS-232 port).  Only potential snag is the 4k7 pullup
resistor, which is quite low- if you have some other receivers in
parallel, you'd probably best leave that out, or replace it with
something bigger (50k)- it probably needs to be present to help the
RS-232 port see a +12/0V signal instead of +5/0.

The TSOP 1838 data sheet (they actually suggest the similar 1738 on
the lirc.org page) was at http://www.vishay.com, IIRC- I don't think
I have the pdf version but a websearch might turn it up
