Well, if you are talking about a PC (in the vicinity of a lock)
that is connected to the web and has an available serial port,
you could use one of our relay boards and our program HTTP232.

If no computer, just an ethernet to RS-232 converter with a relay board
like on of ours or available from many compnies.
