Never mind, it turns out that the outlet is powered; it must be an
isolated (emi surpressed) ac outlet to prevent a switched load
(e.g. computer) from propagating noise onto the power line. It is
not switched (sorry, I didn't open the unit to inspect).

BTW, a useful tool to trace x10 signals is an FM power-line intercom;
x10 signals create a recognizable pulsed tone on an intercom, which
will verify if signals are present or absent at a proposed location.
