Most blowers, when completely shut off,
will actually go to lower current, thus
lower problems with the motor.  Blowers
do the most work when they are
moving lots of CFMs of air, thus higher
current.  However, you do have to be
carefull
with overheating (or icing with AC) when
shutting off part of the duct system.
