the way X10 works is that moduals read or send signals during the
"zero-crossing" of the AC wave form.

you need a device to iject those signals. Typically there is a RF
receiver which injects the signal into the wave... but there are also
plun in controlers.

Other devices are listening for a signal. When they detect the
signal, they determine if they are affected by it, and if so , they
act upon it. (by supplying power to the device, closing a switch,
sounding a chime, etc) the inline modual is one of these, and will
control a single fixture.  (whichever one to which it is attached)

you will need other modual to control other fixtures.
