Except the Soviet Union wasn't really communist - it is generally
accepted that it met the definition of a socialist state rather than a
communist one.

The point being that it was good example of what happens when a person's
reward is not tied to their work ethic.  A majority of the folks decide
that it is useless to excel and just go along for the ride.

A smaller percentage will begin to slack off just because their basic
needs are being met even if they do nothing at all.  I've seen this too,
in the military there were always those who figured the job will get
done by those who had a decent work ethic and they could just sit back
and wait for the chow hall to open - most of them didn't last very long.
