I am not certain what type of wireless camera you have, but typically one
can not use a capture card (designed for analog camera) and give it a
digital feed.
It depends on what output your camera has. Many regular computers with
enough horsepower can convert a JPEG image and push it to and IIS ftp
server. You would have to be more specific about your equipment list and
budget. If you don't have a static IP address there will more to watch it on
the Internet.
