As usual you are quite wrong, I am in favour allowing the property owner to
do whatever they choose on their own property, subject to proper
inspections to help ensure the work isn't going to endanger anyone,
including future owners. Unfortunately it doesn't always work that way, no
matter how often you say it does.
I am also in favour of following the law and if a jurisdiction requires a
licensed contractor to perform certain tasks, then I would follow that law,
I realise that you have little time or respect for such trivial details.
