Close, but not the same verse.
It was from Psalm 103.  There's a
similar text that says something
to the effect that the evil person is
like a man who withdraws his foot
from the sea.  The water swirls
around his place and remembers
him no more.

I can't recall the exact phraseology
nor which translation it was.
