Do you have the correct value resistor in the motion sensor?
If you have the panel set to use EOLs then you will need a resistor in the
circuit for it to operate correctly.
Disconnect the zone wires from the panel and place the meter across the
wires,you should see somehwere around 5600 ohms on the wires at the panel
when the circuit is closed and the wires are disconnected from the zone
terminals.
