Was this a moving vehicle? If so, can you determine what speed.  I've
got a customer that wants license plate capture, but doesnt want to pay
the money for a full setup.

Then they are out of luck aren't they. Stay away from the clients that don't
want to pay for a correct application, because they won't want to pay your
service rate when it doesn't do what they expected the system to do later.
And you know they will blame you for the deficiency's instead of themselves
for making a bad decision. Human nature. Walk it, there is enough good work
out there to keep you busy.
