1997 Toyota 4Runner Alarm

Subject: 1997 Toyota 4Runner Alarm

My Toyota RS3000 car alarm works and I can program it with the remote
but I can't arm amd disarm the alarm with the remote or start the panic
mode.  Does anyone know what the problem could be?
