Pre-1950 that was likely radium. There was a famous lawsuit on behalf of a
group of women who used to paint watch dials with radium. They were taught
to moisten the tips of the small paint brushes with their mouths. Over time
they ingested lots of radium and many developed cancer. After that most
luminescent dials were made of tritium or phosphorous compounds. Tritium is
less dangerous than radium but it, too, has been phased out since it's still
a carcinogen.
