xpl_exec app?

i use the tts features of xpl a lot, but sometimes i want to send
zoned sounds (from .wav files) to specific pcs. would this be an easy
app for someone to write?
or perhaps even more generic, an xpl_exec app, where you can send a
command to a specific instance to have it execute a program? (which
could launch a command line wav player or anything else)
