Hmm, not sure I agree.  XSD is pretty good at describing XML documents
themselves, but having written a few XSD documents for our integration
projects, I really don't think it would be a good fit for something that is
more flat like xPL.

I can see how it could be done, but I think it's probably not a real
natural
fit. I'm not sure what benefits we'd get by tring to make it (most the
benefits from XSD seem to evaporate when you not really describing a fully
hierarchical XML document).   Perhaps you could elaborate a bit -- maybe
that could help me see it from another perspective.
